Sticky notifications can be swiped away

Unfortunately on Android 14 Google changed the way sticky/ongoing notifications work. Those changes mean that sticky/ongoing notifications can always be manually swiped away, regardless of what the app requests. As with previous Android versions though, using the “clear all” button will not automatically dismiss a sticky/ongoing notification.
